I regret that I am unable to

ļumorandum which sets out clearly the necessity for a Gabinet decision as to the policy to be adopted by the British Delegates to the International Opium
Conference in November, and I quite appreciated that if the policy advocated by the Home Office seuld be carried out, there would be no further ground for the adverse criticium to which we
are exposed in certain quarters. Whether it would put an end to such
critision is another matter.
